The Population Strategy Council, a private organization made up of business community volunteers, announced on the 24th that 744 local governments, or more than 40% of all municipalities nationwide, are experiencing a serious population decline and are at risk of disappearing in the future. Of these, 91 out of 316 local governments in the Tokyo metropolitan area and six prefectures accounted for 28.8%.

Chiba Prefecture has the largest number of cities and towns, with 22, including Choshi City. Cities and towns known for tourism, such as Nikko City in Tochigi Prefecture and Yugawara Town in Kanagawa Prefecture, were also classified as at risk of extinction.

Tokyo was made up of two towns and villages. Toshima Ward, which was mentioned in the last report compiled by the Japan Creation Council in 2014 as being at risk of extinction, was excluded because the situation had improved.

In the list published by the Population Strategy Council, the relevant portions of the prefectures of Tokyo, Kanagawa, Chiba, Saitama, Gunma, Tochigi, and Ibaraki are as shown in the PDF at the end. Municipalities that are likely to disappear are colored blue.
